Paolo is the leader of the Howler Gang. He is voiced by Pedro Pascal. Somewhere along the way, Paolo got hold of powerful talisman: a witch's hand which makes him very difficult to kill. What would kill any normal person only causes the gang leader to dissolve into a swarm of white rats and reappears, whole, elsewhere. In order to subdue him, you must first "kill" him, and then attack and subdue him a second time before sundown (though typically immediately works best). To kill him out right, you must kill him twice in one day.
When he has been subdued or killed, his body can be looted for three black bonecharms.
He first appears at the Black Market Shop in Lower Aventa District. This is your first opportunity to try to kill him, if you so choose. If you don't attack him, he and two of his Howlers can be found in the alley way next door. He is not seen again until you reach the Dust District.
